Subject: Public records request — cameras at the Needles agricultural inspection station

Hello,

Caltrans directed me to CDFA after responding to request R054059-090426 about I-40 near Needles. Please provide the following records under the California Public Records Act for cameras and license plate readers at the Needles agricultural inspection station:

1. The current equipment inventory, including make/model, installation dates, ownership and the agency or contractor responsible for operation and maintenance.
2. Purchase orders, contracts, renewals and invoices for that equipment, including funding sources and recurring costs.
3. Current policies and agreements governing collection, retention, deletion, searches, exports, audits and access by other agencies or vendors.
4. Permits, site-use agreements and construction or handover documents identifying camera equipment, its ownership and responsibility for it after construction.

Please include records for equipment operated by another agency on the station property. For financial and agreement records, please search January 1, 2020 through September 15, 2026, plus any earlier documents governing equipment still installed. Original construction and handover records should be included regardless of date.

I am requesting policies and equipment records, not individual plate reads or vehicle images. Electronic copies are preferred. Please identify any withheld material and the exemption relied on, and provide the remaining portions. Please let me know before incurring any charges. If another office holds a category, please identify it.
