Who holds the records?

LVMPD’s Laughlin Substation serves Laughlin and the surrounding area, including Searchlight. A department-wide camera total would not establish how many operate in Laughlin.

The questions awaiting answers.

LVMPD’s October 15 notice says research and consultation with relevant units continue. Close of business November 13, 2026 is the earliest point after which records, if any, are reasonably expected to be available; it is not a guaranteed date for first or complete production. No records accompanied the notice. Laughlin’s current equipment, paid costs, retention, outside access and local results remain unanswered. Track the agency response.

Subject: Public records request — license plate readers in Laughlin

Hello,

Please provide existing LVMPD records about automated license plate readers (ALPRs), including Flock Safety, deployed in or used for policing Laughlin. The period is January 1, 2024 through September 10, 2026, including older agreements and policies still in effect on September 10.

1. Signed contracts, amendments, purchase orders, invoices and payment records; grants or third-party funding; approvals; and renewal, cancellation and notice terms applicable to this equipment or service.
2. The latest inventory identifying Laughlin locations, vendor, owner, operator, installation or activation dates, and active or inactive status. Include records identifying cameras owned by other agencies or private parties that LVMPD can access here.
3. Current retention settings and policies for the vendor service, downloaded records and case-file exports; preservation exceptions, deletion procedures and completed deletion checks.
4. Current lists or configuration exports showing agencies allowed to search these records and outside systems LVMPD can search, including national-search features. Include sharing agreements and permission changes during the requested period. For June 1–August 31, 2026, provide existing administrative search/export logs showing date, user agency and recorded purpose, including searches requested by another agency. Remove plates, images, vehicle locations, travel histories and personal identifiers.
5. Existing reports on alerts, verification, useful matches, case outcomes, misreads, incorrect issuing states, outdated wanted status, mistaken stops, complaints and completed access audits, with definitions and reporting periods.

Please identify each record’s geographic scope. Department-wide contracts or policies may be supplied where they apply in Laughlin. If a Laughlin-only report is not maintained, please identify the available report format and area covered; no new analysis is requested. If Clark County or another entity holds relevant records, please identify the custodian if known.

This request supports a freely accessible public-information project. Electronic records in their maintained format are preferred. Please prioritize the current contract, inventory and access/retention settings and release available records as they are ready.

Please provide an estimate before incurring fees. Identify categories not maintained and the basis for any withholding, and release nonexempt portions.

Thank you.
