The City page lists Janet Jernigan as Mayor, Ellen Campbell as Vice Mayor, and Henry Longbrake, Jamie McCorkle, JoAnne Pogue, Tona Belt and Larry Ford as Council members, with official office email links. Displayed terms expire December 2026 for Jernigan, Longbrake, McCorkle and Pogue, and December 2028 for Campbell, Belt and Ford. It lists regular meetings at 6 p.m. on the second and fourth Tuesday, Council Chambers, 1111 Bailey Avenue.

Context & limits

Office and term listings were checked September 15, 2026; recheck before contact or publication. Office emails are not verified campaign channels. General meeting information is not proof of a specific meeting, agenda item or comment deadline. The directory does not establish an official’s ALPR position.

How this guide is checked

Follow the links to the original records, with dates and page numbers where available. Each source note explains what the document supports and what it leaves unanswered.

A price quote does not show what was paid. A map pin does not prove a camera is operating. Studies and cases from other cities describe those places; they do not establish results or misuse in Needles.

Material changes appear in the correction history, with the reason and supporting source. Links do not imply endorsement by the agencies or organizations cited.

See requests and replies

Do cameras cover every road out?

The map cannot settle that question. A point shows a reported location, not which direction a camera faces or whether it is working. OpenStreetMap and DeFlock share data, so matching pins are not two independent confirmations.

Establishing coverage would require a dated camera inventory and a review of every road crossing the city boundary. That information is still incomplete.

The source, its context and the questions still open for each claim.

Reported crime, police spending and population in Needles, with a six-month gap in the state's 2023 record.Published as context; no camera effect established
1. Source contents
Three state files were read directly from the publishing agencies and filtered to Needles: the Department of Justice's yearly and monthly crime files, the Controller's city expenditure dataset and the Department of Finance's E-4 workbook. The extracts are retained and hashed, and the statewide crime files are pinned by their own hashes because they are too large to keep.
2. Meaning & context
These numbers give the scale a reader needs and nothing more. They do not measure the cameras. The only before-and-after that invites a causal reading, vehicle thefts falling from 29 to 14, is answered in the text: counts at that level recur across the series in years with no Flock camera, a one-year change of that size in a city this small is ordinary variation whatever the cause, and one town's consecutive years are not independent tests. The six missing months in 2023 were found by summing the monthly file against the yearly totals, and mean the state's 2023 figures for Needles cannot be compared with other years.
3. Freshness & limits
State files retrieved September 20, 2026. Crime data runs through calendar 2025; police spending through FY2023-24; population through January 1, 2026.
What could change this account
A controlled study, the missing 2023 months being filed, later spending years, or records showing how particular cases were solved.

Checked 2026-09-20. Published as context; no camera effect established. Link to this review

The city action and quoted termsDocumented
1. Source contents
Minutes record adoption of Resolution 2024-41 with five ayes, no noes and one absent. The scanned quote was visually checked: four Falcon units, 24 months, 365 days, $29,000. Billing customer was visually rechecked September 9; see the funding-roles review.
2. Meaning & context
The resolution accepts a budgetary quote. $15,800 plus $13,200 is $29,000 across two fiscal years; the staff report says plus applicable tax/shipping. The approval itself does not establish installation. City check registers later documented payments of exactly those amounts; see C87.
3. Freshness & limits
The original agenda and minutes were re-fetched and matched retained files on September 9. The City produced the signed resolution on September 18 (C89). An executed agreement, activation and any renewal deadline remain unverified.
What could change this account
An executed agreement, amendment, invoice or dated activation record that differs from the historical quote.

Checked 2026-09-09. Documented. Link to this review

365 days in the quote; two years for server downloadsApplication unresolved
1. Source contents
The quote says “Retention Period: 365 Days.” Sheriff section 2.455.30 sets two years for server-downloaded ALPR data, with preservation exceptions.
2. Meaning & context
These may govern different copies. No finding that Needles cloud data is kept for two years, or that the quote is breached. The policy’s statutory citation does not establish a universal ALPR minimum.
3. Freshness & limits
June 4, 2026 manual re-fetched unchanged; ALPR section checked, not all 1,036 pages. Request current settings, export destinations and deletion records.
What could change this account
Deployment-specific settings, replication records or a superseding policy that identifies which copies use which retention rule.

Checked 2026-09-08. Application unresolved. Link to this review

Law, permitted access and actual use are separateLocal practice unresolved
1. Source contents
DOJ says California agencies cannot share ALPR information with out-of-state or federal agencies, including pooled vendor databases. The statute restricts transfers to public agencies as otherwise lawful.
2. Meaning & context
This states DOJ guidance, not a court finding about Needles. Access to outside cameras does not prove others receive Needles data. Logging duties do not make every log field publicly disclosable.
3. Freshness & limits
Statutory pages rechecked; DOJ bulletin re-fetched unchanged. Needles recipient permissions and actual access logs have not been obtained.
What could change this account
Dated recipient permissions and redacted access/export logs, with definitions distinguishing queries from returned records.

Checked 2026-09-08. Local practice unresolved. Link to this review

Coverage of every exit is not establishedUnverified
1. Source contents
The city proposal names several road areas. Community points are leads; a complete operating-camera inventory and all road crossings have not been verified.
2. Meaning & context
“Privacy desert” is an interpretation. It does not establish that every trip is recorded. OpenStreetMap-derived republishers are not independent confirmations of one another.
3. Freshness & limits
No fresh field survey was performed. Current operation, direction, ownership and coverage still require evidence.
What could change this account
A dated operating inventory, authoritative boundary and defined public-road scope. A point map alone cannot prove universal capture.

Checked 2026-09-08. Unverified. Link to this review

Council structure and contracted policingDocumented
1. Source contents
City states mayor two years, six council members four years; meetings generally second/fourth Tuesdays at 6 p.m. Sheriff station describes contracted city policing.
2. Meaning & context
Office structure does not establish who can change each vendor setting or cancel each agreement. General meeting times do not confirm a particular agenda item.
3. Freshness & limits
Both official pages rechecked. Check the actual agenda and executed delegations before action.
What could change this account
A current city notice, charter provision, agenda or executed delegation that supersedes the general description.

Candidate names and 2026 election datesDated official listing
1. Source contents
The City’s October 9 candidate list matches the September records: two mayoral candidates and five candidates for three Council seats.
2. Meaning & context
The August 28 list is unofficial; alphabetical display is not ballot order. No candidate questionnaire responses were collected. Late conditional registration remains possible; Oct. 5 is postal dispatch, not delivery. Office and ballot designation do not establish an ALPR position. Official-capacity statements and campaign answers are labeled separately. Current-office and candidate roles are cross-referenced; an absent City-listed designation is shown as absent, not inferred. No partisan or policy position follows from these labels.
3. Freshness & limits
City list checked October 9, 2026; County list checked September 9. No invitations have been sent.
What could change this account
The final ballot, new registrar notice or an attributed candidate response actually received by this project.

Checked 2026-10-09. Dated official listing. Link to this review

Where to submit and what the response clock meansInstructions verified
1. Source contents
City form and Clerk page agree on cclark@cityofneedles.com and 817 Third Street. Sheriff directs requests to NextRequest. Statute generally provides 10 days for determination and up to 14 additional days for a qualifying written extension.
2. Meaning & context
The initial determination date is not a guaranteed production deadline. Opening or copying a template sends nothing and authorizes no fees. The tracker distinguishes actual sending, agency acknowledgment and production.
3. Freshness & limits
City and Sheriff instructions and law rechecked September 8; the statute text was re-read September 18. The County form was inspected and accepted R02; a County email confirmed receipt, and on September 18 the Sheriff’s Department said it will give a status update in 14 days (S124). R01 was sent by email; the City confirmed receipt September 18 without stating a receipt date. Recheck routing, receipt and any written extension before relying on a response date.
What could change this account
Changed custodian instructions or law; after submission, the actual receipt and written determination/extension.

Policies and audits have specific dutiesRequirements documented
1. Source contents
Law requires safeguards, a public usage/privacy policy and specified access records. Sheriff section 2.455.50 calls for guidelines including random user audits and reports.
2. Meaning & context
A written requirement does not establish completed audits. Independent review, a local reauthorization date and shorter lawful retention are proposed policy options, not findings that those measures are already mandatory.
3. Freshness & limits
Current statutory text and posted manual checked. Completed Needles audits, exception approvals and deletion evidence remain outstanding.
What could change this account
Completed audits, documented settings and applicable policy that establish what is implemented locally.

Checked 2026-09-08. Requirements documented. Link to this review

EFF and DeFlock are outside resourcesResource description
1. Source contents
EFF guide covers ALPR technology, privacy, records and litigation; DeFlock describes itself as an open-source mapping project and provides educational/advocacy resources.
2. Meaning & context
Neither is an official Needles inventory or an endorsement of this project. No blanket adoption of all linked-site claims.
3. Freshness & limits
Current destinations checked, including redirects. EFF guide itself states an October 2023 update; DeFlock homepage inspected in browser.
What could change this account
Changed publisher methodology or link destination. External resources do not certify this project.

Mountain View reported a termination voteOfficial decision
1. Source contents
City notice reports a unanimous Feb. 24, 2026 termination vote. The staff report distinguishes local-user and network audits, describes unapproved search access, and says the vendor could not determine whether data was obtained through certain federal searches.
2. Meaning & context
The decision is reported by the city; completed removal and deletion are separate questions. A search entry is not proof that data was returned. Mountain View findings do not establish Needles misconduct or identical settings.
3. Freshness & limits
Official agenda and 19-page report re-fetched; report matches retained bytes. The news page blocked repeat retrieval with 403; the official agenda records the passed action. No later implementation record verified.
What could change this account
Later official implementation records, audit corrections or findings that change the account.

Chandler announced discontinuation and an investigationOfficial announcement
1. Source contents
Chandler said it would discontinue use of 40 fixed cameras and not pursue renewal while investigating an audit anomaly. It said its initial review found no public privacy compromise.
2. Meaning & context
Preliminary city account, not proven misuse or final investigation findings. Announcement does not verify equipment removal. Arizona law differs from California.
3. Freshness & limits
August 7 announcement checked. No final investigation or removal record obtained; retain the preliminary finding and scope.
What could change this account
The final city investigation, new procurement decision or documented removal.

The state audit identified oversight gapsHistorical audit
1. Source contents
February 2020 audit reviewed Fresno, Los Angeles, Marin and Sacramento, finding weaknesses in retention justification, sharing review, safeguards and access audits.
2. Meaning & context
Not a Needles finding or a current statewide prevalence estimate. The report also acknowledges investigative uses beyond immediate hotlist matches.
3. Freshness & limits
Original audit summary and public letter date checked. Later implementation varied; this site does not assert findings remain unchanged today.
What could change this account
Agency-specific implementation findings. The historical report does not establish that gaps persist today.

Investigative uses and local effectivenessLocal outcomes not obtained
1. Source contents
The city proposal cites access to a regional network and vendor monitoring/maintenance. Mountain View staff report describes investigative assistance. The State Auditor recognizes uses beyond immediate alerts. Retained report pp. 12–13 re-read September 9: describes stolen-vehicle recovery and a missing family found safe.
2. Meaning & context
An assisted case is not proof of an overall reduction in crime. Privacy failures elsewhere do not establish local misconduct; benefits elsewhere do not establish Needles effectiveness.
3. Freshness & limits
Historical records rechecked; no defined Needles outcome evaluation obtained. The absence of records in this project is not proof of zero benefits.
What could change this account
A local evaluation with defined confirmed leads, false alerts, case outcomes, cost and a defensible comparison method.

Checked 2026-09-09. Local outcomes not obtained. Link to this review

New controls and remaining oversight gapsDated grand-jury findings
1. Source contents
The August 3 report describes improved out-of-state controls but continuing policy, audit and in-state sharing gaps. It says changes did not automatically terminate existing relationships.
2. Meaning & context
This is evidence that controls changed, not proof of Needles implementation or universal compliance. The advisory repeats the report and is not an independent check.
3. Freshness & limits
Official report/advisory retrieved and retained; summary and controls pages visually checked. Agency responses and current Needles settings remain unverified.
What could change this account
Agency responses, corrected findings or current deployment-specific controls and permission histories.

What Flock collectsVendor-described capabilities
1. Source contents
Flock describes plate images, vehicle characteristics, timestamps and camera identifiers.
2. Meaning & context
No personal plate or real journey is represented.
3. Freshness & limits
Vendor description, not an independent accuracy test or a Needles configuration record. Other marketing claims on this page are not adopted.
What could change this account
Corrected source findings, a fuller methodological review or dated local operating records.

A new default is not a local settingAnnouncement; local application unverified
1. Source contents
Announces a seven-day default while retaining existing customers’ periods; some oversight requirements are scheduled for year-end.
2. Meaning & context
Existing settings and separately saved copies require local records.
3. Freshness & limits
Announcement is not proof of implementation in Needles. Evidence preservation can follow different rules.

Did a patrol trial deter crime?Dated experimental result
1. Source contents
Thirty crime hot spots in two jurisdictions were studied; the tested patrol intervention showed no detected deterrent effect.
2. Meaning & context
A limited patrol intervention with older readers. This cannot settle the effects of a fixed Flock network.
3. Freshness & limits
Official abstract inspected, not the full article. Older patrol deployment, not modern fixed Flock infrastructure or Needles.
What could change this account
Corrected source findings, a fuller methodological review or dated local operating records.

Checked 2026-09-09. Dated experimental result. Link to this review

Did more cases get cleared?Dated observational study
1. Source contents
Clearances improved after deployment, but the changes were not statistically significant in multivariate analyses.
2. Meaning & context
Other factors may have contributed. A clearance is a case outcome, not a measure of crime prevented.
3. Freshness & limits
NIJ’s modified publisher abstract inspected. One city, nearly 100 readers; not a Flock or Needles effectiveness estimate. Article date retained at the stated year precision.
What could change this account
Corrected source findings, a fuller methodological review or dated local operating records.

Can the cameras reduce crime?Dated observational study
1. Source contents
An interrupted time-series evaluation reported reductions associated with expansion for some crime categories, but not violent crime overall.
2. Meaning & context
One city, without random assignment. The abstract does not establish a Flock deployment or results in Needles.
3. Freshness & limits
Abstract inspected at the author’s university; full publisher text inaccessible. One barrier-island city, no random assignment; vendor not established by this abstract. Do not label this a Flock trial.
What could change this account
Corrected source findings, a fuller methodological review or dated local operating records.

Who can reach the records?Dated records investigation
1. Source contents
University researchers examined records from 31 Washington agencies and reported direct, apparent indirect and proxy access involving immigration enforcement.
2. Meaning & context
These logs describe searches, not which records were returned. The findings concern Washington in 2025, not Needles today.
3. Freshness & limits
Records investigation, not a peer-reviewed causal study. Dated Washington findings; audit entries show search contents, not returned results. No finding about Needles or current 2026 access.
What could change this account
Corrected source findings, a fuller methodological review or dated local operating records.

Regional points and independent evidence remain distinctDated map data; operation unverified
1. Source contents
Retained OSM JSON is checked against every displayed node ID, coordinate and manufacturer tag. EFF’s own agency entry and ALPR Watch’s own feed/methodology were inspected separately.
2. Meaning & context
OSM and DeFlock share lineage. EFF’s agency count is not six extra coordinates. ALPR Watch’s zero matches are not proof of absence. Mapped direction tags do not establish coverage.
3. Freshness & limits
OSM base September 9, 2026. EFF’s count refers to September 2025. ALPR Watch was checked September 9, without retaining its full national feed. No new field survey or verified operating inventory.
What could change this account
Source edits, a dated camera inventory, installation plans, field observations or a corrected agency record. Review before publication.

Checked 2026-09-09. Dated map data; operation unverified. Link to this review

Who is named to pay and why the Sheriff is involvedPayments documented; agreement unresolved
1. Source contents
Visually reread the scanned quote: billing company is CA – City of Needles. The staff report identifies Sheriff administration as submitter and COPS grant funding. The current Sheriff station page separately describes contracted city policing.
2. Meaning & context
City approval, the proposed billing customer, a grant funding description and police operation are different facts. The packet expands COPS as Community Oriented Policing Services; no underlying award was obtained, so no federal/state program, fund code or transfer path is inferred from the acronym.
3. Freshness & limits
Historical quote and staff report reviewed September 9. Sheriff station page rechecked September 9. On September 18, City check registers and the mid-year budget documented both payments and the fund charged (C87, C88). No executed contract, invoice, grant request or current administration record has been verified.
What could change this account
Executed terms, a grant award, invoices or City–County reimbursement records showing the actual customer, source and payment path; current operational records identifying responsible staff.

What other campaigns and newsrooms report doingAttributed accounts; causality limited
1. Source contents
Read the publishers’ own pages and their scope. EFF speaks as an advocate; Santa Cruz Local speaks about its reporting. The separate Mountain View case is backed by an official vote and report.
2. Meaning & context
Descriptions of audits, public records, public input and renewal decisions are not a causal experiment. An ended Flock contract is not proof that every ALPR or retained copy disappeared.
3. Freshness & limits
Pages checked September 9, 2026. Historical dates are explicit. No current Austin deployment claim, representative Needles opinion claim or campaign-success rate is made.
What could change this account
A publisher correction, contradictory government record, or a causal evaluation; current operational claims require fresh jurisdiction-specific records.

Caltrans response and what it leaves unansweredNo responsive records; directed to CDFA
1. Source contents
The September 15 agency email was inspected directly. It repeats no responsive records, directs the requester to CDFA and says District 8’s Deputy District Director for Construction confirmed the explanation. No responsive records were attached or linked. S69 and S106 summarize the same correspondence, not independent confirmation.
2. Meaning & context
The agency describes its role in the station building after construction. That explanation does not document the search across all four request categories, establish camera ownership or settle the separate City of Needles and San Bernardino County Sheriff requests. This is a no-records response with a suggested contact, not a verified transfer to CDFA.
3. Freshness & limits
Caltrans replied to the September 15 clarification at 11:31 a.m. Pacific: encroachment-permits staff handled the first search; no camera permits or agreements; its right-of-way cameras are live traffic cameras, not recording, according to the reply. CDFA acknowledged and routed R08 later that day at 2:30 p.m.; see S111/C78. No fixed calendar deadline is inferred.
What could change this account
A Caltrans search explanation, CDFA receipt or response, portal status evidence, or records production.

Corrected street labels and the I-40 agricultural stationLabels corrected; operation unverified
1. Source contents
Matched node coordinates to named OSM road ways. Compared the I-40 node with the official station geometry and CDFA address. Five current OSM node reads match the retained values.
2. Meaning & context
Nearby named roads support orientation labels; they do not establish operator or contract membership. One map node is not a complete station inventory.
3. Freshness & limits
Local node values rechecked September 9. The GIS station record is explicitly dated 2011; CDFA currently lists the same address. The old area names came from editorial labels and were wrong.
What could change this account
Corrected public road/station geometry, source-backed field documentation, map edits or an official operating inventory.

1. Source contents
Read the publisher’s full text, publication date, funding declaration and license.
2. Meaning & context
A literature review and argument about implementation, not a pooled effect estimate. Faster scanning alone is not a demonstrated safety outcome or local saving.
3. Freshness & limits

Arizona patrol trial: recoveries and prevention are different outcomesDocumented with scope limits
1. Source contents
Read the published abstract and grant information. It reports recovery/arrest gains and distinguishes the later theft outcome for manual specialist patrol.
2. Meaning & context
Preserve outcome and treatment distinctions; no pooled return on investment or Flock-specific conclusion. The earlier final report of the same experiment is not another independent study.
3. Freshness & limits
2012 publication; abstract retrieved September 9, 2026. Full article was not reviewed.
What could change this account
Full methods or corrections that change the interpretation; a comparable current local evaluation.

1. Source contents
Read the Commons descriptions and license sections and visually inspected both exact web-size renditions. Neither showed a readable bystander plate at the supplied resolution.
2. Meaning & context

3. Freshness & limits
Image dates are April 5, 2026 and February 18, 2024; source and license captured September 9, 2026. Exact bytes are hashed and attributed beside the images.

Savannah: department findings and separate criminal chargesOfficial finding; criminal outcome unverified
1. Source contents
The retained department page reports six dismissals and personal or outside-agency uses. GBI’s August 21 notice reports charges against four former employees.
2. Meaning & context
Employment findings and criminal allegations are kept separate; no victims or accused names are needed in the public summary.
3. Freshness & limits
Both official pages freshly read and retained September 9. Month-only event label avoids conflating inconsistent newsroom and article dates. Dockets and appeals not independently checked.

Historical sightings and lawful activityCapability and attributed concern
1. Source contents
The 2020 State Auditor introduction explains fixed/mobile readers and searchable records. Its sensitive-location example cites a 2009 IACP warning specifically about mobile readers capturing cars parked at medical, counseling and political-protest locations.
2. Meaning & context
The site identifies that mobile-reader context and separately explains travel histories from repeated fixed-camera sightings. Neither identifies a driver, a trip purpose or such a camera location in Needles.
3. Freshness & limits
Historical 2020 audit freshly inspected September 9. No current Needles inventory or behavioral harm measurement inferred.

Regional connections and records routingOfficial descriptions; camera control unresolved
1. Source contents
Official service, department and records pages were inspected. Original snapshots are retained where retrieval succeeded; LVMPD direct access limitations are recorded by source.
2. Meaning & context
Travel connections justify editorial coverage. Published agency responsibilities do not attribute map pins or prove shared database access. Tribal governance is separately identified.
3. Freshness & limits
Checked September 10, 2026, when the request ledger recorded R05 and R06 as sent and R07 as submitted with portal-confirmed reference X017028-091026. Later replies are documented separately: Mohave County’s September 11 acknowledgment and September 17 no-records reply (S104, S113) and LVMPD’s September 17 extension notice (S114). No new deployment totals, spending or configuration findings were added.

Local offices, public input and election directoriesOfficial roles and channels; camera authority needs records
1. Source contents
Official government, meeting and election pages were read. Nine original regional page snapshots are retained; the Needles Council page was reopened.
2. Meaning & context
General responsibilities are separated from control over camera contracts and settings. Candidate questions are neutral requests for a position and evidence, with no preselected campaign recipient or government inbox.
3. Freshness & limits
Checked September 10, 2026. The Clark filing directory identifies an April 29 revision; it is a routing source, not a verified November ballot. Bullhead’s current Candidates section contains no names. No additional candidates, races or positions are inferred.
What could change this account
Changed official roles or contacts, current ballot records, agency replies, signed agreements or configuration records.

Installed hardware at the proposed Needles locationsReported visual identification; inventory and settings pending
1. Source contents
A firsthand local report identifies installed Flock hardware at the locations in the City proposal. A sanitized summary is linked; no device-specific photographs are available with it.
2. Meaning & context
Hardware presence is distinguished from exact device count, ownership, operation, coverage and settings. A manufacturer identifier is not treated as independent product proof.
3. Freshness & limits
Reported September 10, 2026. The actual observation date was not specified. Community map coordinates and their operating-status labels are unchanged.
What could change this account
Device-specific photographs, an agency inventory or evidence contradicting the reported identification or locations.

Checked 2026-09-10. Reported visual identification; inventory and settings pending. Link to this review

City fine income and Flock attributionBudget lines verified; Flock-related income unestablished
1. Source contents
The scanned General Fund revenue page and the proposal’s product description were visually inspected. Court fines, city code fines and parking violations have separate budget lines.
2. Meaning & context
Forecast fine income is not actual revenue, Flock earnings or proof of automatic ticketing. Citations following a police investigation remain possible; the inspected records do not trace them to City receipts.
3. Freshness & limits
FY2026–27 budget, prepared August 14, 2026; product description from the October 22, 2024 packet. Checked September 10, 2026. No new agency answer on citation revenue has been received.
What could change this account
Existing citation reports linked to City remittances, allocation agreements, actual account transactions or a direct City/Sheriff explanation.

Mohave County and DeFlock reply statusReceipt confirmed; substantive answers pending
1. Source contents
The two September 11 replies were inspected directly. Linked project summaries omit personal details, signatures and account links.
2. Meaning & context
Mohave County staff confirmed receipt and indicated routing was pending. DeFlock supplied an automated research-inquiry acknowledgment. Neither is records production, a research finding or an endorsement.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.
What could change this account
A routing confirmation, substantive reply, correction or records production.

CDFA request and Caltrans clarification sentSent; subsequent Caltrans reply recorded separately
1. Source contents
Both sent MIME messages were read back from the authorized account. Recipients, exact approved bodies and Sent labels match; the Caltrans reply remains in the existing case conversation.
2. Meaning & context
A verified send establishes the outgoing request, not agency receipt, a response deadline, production or agreement with the project.
3. Freshness & limits
Both messages were sent September 15 at 11:14 a.m. Pacific. Caltrans replied at 11:31 a.m.; see S108/C76. CDFA acknowledged and routed R08 at 2:30 p.m.; see S111/C78.
What could change this account
Returned mail, agency acknowledgment, a routing or scope clarification, a response date, or records production.

Caltrans says its I-40 traffic cameras do not record.Attributed agency statement; no supporting records
1. Source contents
Read the complete two-paragraph agency reply in the existing case; no responsive attachments or document links were supplied. Original headers and private account links remain excluded.
2. Meaning & context
The statement is attributed to Caltrans and limited to its I-40 right-of-way. It does not establish the ownership or recording behavior of every camera near I-40, any Flock installation, or the agriculture station. A report of no permits does not establish illegality.
3. Freshness & limits
Latest Caltrans reply received September 15 at 11:31 a.m. Pacific. CDFA acknowledged and routed R08 at 2:30 p.m.; S111/C78 documents its conditional three-month estimate separately.
What could change this account
Supporting documents, a corrected statement, CDFA’s response, a documented search scope or verified property boundaries.

Checked 2026-09-15. Attributed agency statement; no supporting records. Link to this review

The mayor and Council were asked for a public camera report.Sent; receipt unconfirmed
1. Source contents
Eight sent MIME messages read back. City Clerk follow-up is in the original request thread with the City Manager copied; seven current-office questions went individually with identical questions and no CC/BCC. Published City contacts rechecked.
2. Meaning & context
Outgoing requests establish no recipient position, receipt, records production, meeting or contract deadline. The three incumbents who are candidates have not received campaign invitations.
3. Freshness & limits
Sent September 15, 2026 at 12:15–12:16 p.m. Pacific. On September 18 the City Manager replied in the thread of the message to the Mayor to acknowledge a public records request (S116); no officeholder has answered.
What could change this account
Await replies and the Clerk’s confirmation of the meeting process and current public campaign contacts. Candidate invitations will use the same questions and equal response windows within each race once delivery channels are verified.

CDFA acknowledges the station request.Received; records pending
1. Source contents
The original CDFA Legal Office message was inspected through the verified Gmail account. It confirms PID 17131, receipt on September 15 and forwarding to Plant Health and Pest Prevention Services Division. No responsive files were attached or linked.
2. Meaning & context
The Legal Office believes responsive records may exist but expressly has not confirmed them. Its estimate includes collection and attorney review, and is conditional on records existing. The acknowledgment does not identify camera operators or settings. It states electronic copies are free and requests no fee authorization.
3. Freshness & limits
Reply received September 15, 2026 at 2:30:19 p.m. Pacific. CDFA described production within the next three months, not a fixed calendar date or guaranteed outcome.
What could change this account
Production, revised timing, an explicit scope limit, a correction or a fee/clarification request.

City asked to clarify the records timetable.Sent; receipt unconfirmed
1. Source contents
The sent message was read back in the original September 8 City Clerk thread. Recipients, copied City Manager, Sent label and plain-text/HTML bodies were checked. The public summary omits personal sender information and private headers.
2. Meaning & context
The follow-up asks for the City’s receipt date, determination and production timetable, clarification of conflicting response guidance, and priority release of signed contract terms. Sending does not prove agency receipt, a missed legal deadline or any contract renewal date. The original request’s scope remains open.
3. Freshness & limits
Sent September 16, 2026 at 12:30:39 p.m. Pacific. No City reply was present in the original thread at the pre-send check. The City Manager replied September 18; see S116/C83.
What could change this account
A City acknowledgment, determination, extension notice, records production, returned mail or corrected response guidance.

Mohave County Sheriff’s Office reports no responsive records.Agency statement; not independently verified
1. Source contents
The original Sheriff’s Office staff email was read through the verified Gmail account. It confirms receipt of the September 10 request, states that the office has no responsive documents for the requested period and gives the absence of ALPRs in Fort Mohave / Mohave Valley as the reason. No records were attached or linked.
2. Meaning & context
The statement is attributed to the Sheriff’s Office and limited to Fort Mohave and Mohave Valley. It does not address County Procurement, systems the Sheriff can search that others operate, countywide contracts or policies, the operator of the community-mapped reader in the Fort Mohave area, or the location of readers listed in EFF’s Atlas entry. A no-records reply does not establish that no plate reader operates in these communities.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.
What could change this account
A clarified search scope, Procurement or countywide records, a correction, or records identifying another operator.

Checked 2026-10-13. Agency statement; not independently verified. Link to this review

LVMPD extends its review of the Laughlin request.Extension notice; records pending
1. Source contents
The original LVMPD portal message for X017028-091026 was read through the verified Gmail account. It cites request volume and workload, gives notice that additional time is required and names October 15, 2026 for a status update. No records were attached; the portal tracking link is excluded.
2. Meaning & context
The notice changes the expected timing of LVMPD’s next communication. It is not a determination that records exist, a production date, a fee estimate or a finding about plate readers in Laughlin. The project does not assess whether the notice satisfies Nevada’s response rules.
3. Freshness & limits
Notice received September 17, 2026 at 4:45 p.m. Pacific; checked September 18.
What could change this account
A status update, records production, a revised date, or a fee or clarification request.

Checked 2026-09-18. Extension notice; records pending. Link to this review

Mohave County Sheriff’s Office asked about countywide plate-reader agreements.Sent; receipt unconfirmed
1. Source contents
The sent message was read back in the Sheriff’s Office staff correspondence. Account, recipients, copied staff member, thread, Sent label and wording were checked against the owner-approved text. The public summary omits addresses and sender details.
2. Meaning & context
The follow-up asks about countywide ALPR agreements, access to plate-reader data collected by others and whether County Procurement was checked. Asking does not establish that any agreement, search access or local plate reader exists. Statute references in the message (A.R.S. §§ 39-121.01 and 39-171) were checked against the Arizona Legislature’s site the same day.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.
What could change this account
An answer, a Procurement referral, returned mail, records production or a correction.

Needles City Manager confirms receipt of a records request.Receipt confirmed; determination pending
1. Source contents
The original City Manager email was read through the verified Gmail account. It acknowledges “your public records request,” copies the City Clerk and says the City will process it. No records were attached. The public summary omits phone numbers, the signature block and the confidentiality notice.
2. Meaning & context
This is the City’s first reply to the project. It confirms the City has a public records request from the project and routed it to the Clerk. It does not state the City’s receipt date, a determination, an extension or an estimated date. Because it arrived in the thread of the September 15 questions to the Mayor, which request it means is unstated; a reply sent the same day asks the City to confirm.
3. Freshness & limits
Received September 18, 2026 at 1:54 p.m. Pacific; checked September 18. The City Clerk replied and sent a first record later that afternoon; see S118/C85.
What could change this account
A receipt date, determination, extension notice, records production or a correction.

Checked 2026-09-18. Receipt confirmed; determination pending. Link to this review

City asked for its receipt date and decision timetable.Sent; answer pending
1. Source contents
The sent reply was read back: account, recipients (City Manager, with the City Clerk copied), thread, Sent label and wording match the owner-approved text. The public summary omits addresses and sender details.
2. Meaning & context
The reply identifies the September 8 request and asks for the City’s receipt date, contact person and determination date under Government Code section 7922.535(a), which was read on the official code site the same day. Sending does not establish a missed deadline or any contract renewal date.
3. Freshness & limits
Sent September 18, 2026 at 2:20 p.m. Pacific. The City Clerk replied at 3:17 p.m.; see S118/C85.
What could change this account
A City answer, determination, extension notice, records production or returned mail.

Needles sends the signed resolution; most records are still outstanding.First record received; determination pending
1. Source contents
Both City Clerk emails were read through the verified Gmail account. The attached eight-page scan was extracted from the original message and every page was read; its last seven pages were compared with agenda packet pp. 145–151 and match. The signed first page agrees with the posted minutes.
2. Meaning & context
The City has begun producing records and expects to respond more fully the following week. The signed resolution settles that the packet’s unsigned copy was adopted and approved as to form. Nothing sent so far is an agreement with the vendor, a payment record or a policy, and an informal “next week” is not a determination or a written extension under Government Code section 7922.535.
3. Freshness & limits
Emails received September 18, 2026 at 3:17 and 3:23 p.m. Pacific; checked the same afternoon.
What could change this account
The City’s fuller response, a determination, an extension notice, an executed agreement or a statement that none exists.

Checked 2026-09-18. First record received; determination pending. Link to this review

City asked for the Flock agreement, purchase order and invoices.Sent; answer pending
1. Source contents
The sent reply was read back: account, recipients (City Clerk, with the City Manager copied), original thread, Sent label and wording match the owner-approved text.
2. Meaning & context
The reply names specific records shown to exist by the City’s own check registers and asks the City to state in writing if no agreement exists beyond the resolution and quote. Each fact in it was checked the same day against the register page images, the City-produced file and the statute text. Asking does not establish that a record exists.
3. Freshness & limits
Sent September 18, 2026 at 3:33 p.m. Pacific.
What could change this account
A City answer, determination, extension notice, records production or returned mail.

Needles paid Flock $29,000 from its state COPS fund.Documented in official registers
1. Source contents
Both register pages were downloaded from the City’s meeting portal and read on the page images: check number, date, vendor, account and amount. The fund name was read from the mid-year budget’s text layer. Government Code section 30061 and the chaptered AB 3229 were read on the Legislature’s sites.
2. Meaning & context
The $29,000 the Council approved has been paid, in the two amounts the quote listed, from the City’s fund for California’s Citizens Option for Public Safety program. The resolution’s “Community Oriented Policing Services” wording is the name of a federal program; the City’s books show the state fund. Payment records do not show contract terms, activation, what each payment covered or whether a third year has been ordered.
3. Freshness & limits
Registers dated February 2025 and February 2026; checked September 18, 2026. Later registers were not searched by hand.
What could change this account
Invoices, the purchase order, a further payment, the Sheriff’s written funding request or an audit adjustment.

Sheriff’s Department says it will give a status update in 14 days.Status notice; determination pending
1. Source contents
The original County records-portal message for 26-26645 was read through the verified Gmail account. It states receipt, cites Government Code § 7922.535 and says the Department will make contact in 14 days with an updated status. No records were attached; the portal link is excluded.
2. Meaning & context
The notice changes the expected timing of the Department’s next communication. It is not a determination, a production date, a fee estimate or a finding about how the Needles cameras are run. Section 7922.535(b) allows an extension of no more than 14 days in unusual circumstances, by written notice “setting forth the reasons for the extension and the date on which a determination is expected to be dispatched”; this notice states neither. The project does not assess whether the notice meets that section.
3. Freshness & limits
Notice received September 18, 2026 at 3:28 p.m. Pacific and read at the next check, about 3:50 p.m. The statute text was re-read on the Legislature’s site the same day.
What could change this account
A status update, determination, records production, a revised date, or a fee or clarification request.

Checked 2026-09-18. Status notice; determination pending. Link to this review

City Clerk says the Council next meets Tuesday, September 22.Two routing questions answered; agenda not yet posted
1. Source contents
The original email was read through the verified Gmail account. It answers the September 15 follow-up: the next Council meeting is Tuesday, September 22, 2026, and it lists the two mayoral and five Council candidates with a contact for each and a link to the City’s election-information page. The seven names match the City listing already cited. Staff phone numbers and the candidate contact details are excluded.
2. Meaning & context
This is the Clerk’s statement of the next meeting, consistent with the City’s published second-and-fourth-Tuesday schedule. It is not a posted agenda. The agenda portal was read through a page-reading tool the same afternoon and did not show the meeting; that observation is not a retained copy. The reply does not say how a resident can ask for a public report. Receiving contacts is not sending invitations: none has been sent, and the contacts have not been tested.
3. Freshness & limits
Email received September 18, 2026 at 3:35 p.m. Pacific; City pages and the agenda portal checked about 3:55 p.m.
What could change this account
A posted September 22 agenda, a changed meeting date, a further City answer, or any candidate invitation.

Checked 2026-09-18. Two routing questions answered; agenda not yet posted. Link to this review

City request narrowed to eight specific records.Sent; answer pending
1. Source contents
The sent message was read back: account, recipients (City Clerk, with the City Manager and the City Attorney contact copied), original thread, Sent label and wording match the owner-approved text.
2. Meaning & context
The message replaces a broad request with eight identifiable records and says what has already been reviewed so the City need not resend it. Identifiers come from the City’s own check registers and quote; statutes were re-read on the Legislature’s site the same day; retention periods were read on the page images of the City’s Resolution 2013-35. The shared-folder review is a search result, not proof that a record does not exist. Asking does not establish that a record exists.
3. Freshness & limits
Sent September 18, 2026 at 4:46 p.m. Pacific.
What could change this account
A City answer, determination, extension notice, records production or returned mail.

Needles has bought plate readers since at least 2010.Documented in City records
1. Source contents
The City Clerk shared the City’s public records folder with the project on September 18, 2026. Its resolutions and minutes were indexed and searched, and the four actions were then read on the page images. The 2021 staff reports, resolutions and quote were also found in the City’s public agenda packets and read there. The 2016 meeting is listed on the City’s meeting portal without documents, so those two records are cited from the City’s folder with retained, hashed copies. On September 19 the City Clerk’s own resolution log, a spreadsheet in the same folder that the first search had not read, was found to list a 2010 purchase of a mobile plate-recognition system from PIPS Technology.
2. Meaning & context
The October 2024 Flock approval was not the start of plate readers in Needles. The City’s log lists a mobile plate-recognition system approved in 2010. The Council then bought Vigilant Solutions cameras for the North K Street bridge in 2016 and a trailer-mounted reader in 2021, each with COPS funds, each after waiving sealed bids on the Sheriff’s station’s recommendation. These records show Council actions and prices. They do not show installation, operation, data retention, sharing, results, or what became of the older equipment. Vote counts are reported without names; the linked records carry the names.
3. Freshness & limits
Records dated 2010, 2016 and 2021; read September 18 and 19, 2026. The 2010 entry rests on the City’s log alone. Earlier purchases were searched for in the log and the folder and not found, which does not prove there were none.
What could change this account
A Sheriff’s Department or City account of the older equipment, invoices, agreements, or an earlier purchase.

Needles formally acknowledges the request: received September 8, records to come in batches.Receipt date confirmed; records pending
1. Source contents
The original emails were read through the verified Gmail account. The acknowledgment states the receipt date and day count, describes continuing review for responsive and exempt records, and promises rolling production with more expected the following week. A separate note says many City records are still on paper. Staff contact details are excluded.
2. Meaning & context
The City’s own statement settles the receipt date the tracker had left unconfirmed: September 8, which makes September 18 the tenth day under Government Code section 7922.535(a). The message is an acknowledgment with a promise of rolling production. It is not a list of which records exist, a release or withholding decision, an extension notice or a production date, and the project does not assess whether it satisfies the statute.
3. Freshness & limits
Received September 18, 2026 at 5:28 p.m. Pacific; read about 5:55 p.m.
What could change this account
Further records, a determination, an extension notice, a withholding decision or a correction from the City.

Needles says all eight requested records are still being searched for; next update by September 30.Status update; determination pending
1. Source contents
The original City Clerk email was read by message ID through the verified Gmail account, in plain text. It quotes the project’s eight-item list of September 18 in full, states rolling production, anticipates the next production or status update by “Tuesday, September 30,” and describes what the final response will contain. The only attachment is a signature image; no records, fee estimate or clarification request accompanied it.
2. Meaning & context
The message changes the City’s stated timing and confirms that all eight narrowed items are still open. It is not a determination, a production date or a withholding decision, and it does not say whether any of the eight records exist. The weekday and date in the message disagree (September 30, 2026 is a Wednesday); the summary reports both and resolves neither. The project does not assess whether the message meets Government Code § 7922.535.
3. Freshness & limits
Received September 24, 2026 at 12:22 p.m. Pacific and read at about 12:45 p.m. the same day.
What could change this account
Records production, a determination, an extension notice, a withholding decision, a revised date or a correction from the City.

New request to Needles for the purchase papers behind its 2010, 2016 and 2021 plate readers.Sent and acknowledged; records pending
1. Source contents
The request identifies purchase papers for the City’s 2010, 2016 and 2021 plate readers, including quotations, orders, invoices and policies.
2. Meaning & context
Requesting these records does not show which still exist. The City was asked to preserve them and allow inspection of paper files.
3. Freshness & limits
Request sent September 24 and acknowledged that day. Records remain pending as of October 9.
What could change this account
An acknowledgment, a determination, records production, a no-record answer, a destruction-resolution answer, a fee estimate or returned mail.

Bullhead City asked which office holds the request and when records might come.Sent; answer pending
1. Source contents
The sent message was read back: account, recipients (the City’s public records address, with the Police Department’s records address copied), original September 10 thread, Sent label and wording match the owner-approved text. The thread was re-read before sending: only the project’s request and, in its own thread, the September 10 automatic acknowledgment.
2. Meaning & context
The message asks for routing, a reference number and a rough date; it opens no new request, sets no deadline and authorizes no fees. A.R.S. § 39-121.01(D)(1), which asks custodians to furnish records promptly, was re-read on the Legislature’s site the day it went; the section sets no fixed day count and the summary claims none.
3. Freshness & limits
Sent September 24, 2026 at 12:59 p.m. Pacific.
What could change this account

Mohave County response on contract termination, access and possible feeReviewed agency response; records and fee pending
1. Source contents
The September 29 response was read through the verified Gmail account. It says Flock access ended when the contract terminated, before the September 10 request; records staff will contact the requester about payment and process documents available; and it lists four approximate spreadsheet groups. No attachment or fee quote accompanied the message.
2. Meaning & context
This is a substantive response about the Sheriff’s own access and the possible scope of records. It does not prove the contract termination date, supply the spreadsheets, identify their date range or agencies, or establish a fee. No fee was authorized.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.

2. Meaning & context

2. Meaning & context
This is an agency completion statement and payment request with an email-delivery offer, not records production. The quoted price is not itemized and does not identify which records it covers. No fee has been authorized.

Mohave County identifies records in its $114.50 offer; fee calculation remains unanswered.Records offered; fee and coverage questions unresolved
1. Source contents
The full October 13 message was read against the October 9 request and earlier correspondence. Public copy is a project-prepared derivative with personal details and account links omitted.
2. Meaning & context
No records accompanied the reply. It provides no itemized fee calculation, record date ranges or express confirmation that all four previously identified spreadsheet groups are included. Coverage of non-Flock systems, third-party access, policies and County Procurement records remains unclear. This is the Office’s account of records available, not a reviewed production or a finding about whether the fee is lawful. No fee has been authorized.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.
What could change this account
A new County or Ombudsman reply, fee calculation, records production, acknowledgment or case assignment.

Ombudsman assistance requested over Mohave County’s copying fee and records scope.Assistance requested; acknowledgment pending
1. Source contents
The original sent message and ten attached original County emails plus the chronological text copy were checked privately; all eleven attachment hashes matched. Public copy omits names, contacts, headers and original correspondence.
2. Meaning & context
Sending and the attachments were verified. Ombudsman staff guidance and a case reference arrived October 14. The submission and subsequent guidance do not establish that a formal investigation has opened or that the office has made a ruling on the County’s fee. No fee has been authorized. The original correspondence is not published here.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.

Mohave County’s $114.50 fee disputed; free digital access or inspection requested.Fee disputed; access arrangements pending
1. Source contents
Verified the original sent message in the existing County thread against the approved body and readback. The public derivative omits sender and recipient details, headers, quoted correspondence and account links.
2. Meaning & context
Sending was verified; the County has not yet agreed to free delivery or inspection. The fee calculation, access arrangements and records remain pending. No fee has been authorized. The request remains open and retains all ALPR vendors and third-party access within its original scope. The requested five-business-day reply window is not a statutory deadline or an agency promise. This summary reports the project’s request, not a ruling that the fee is unlawful.
3. Freshness & limits
Original correspondence dates are preserved. Current follow-up status was reconciled with the October 14 Ombudsman staff reply; the County fee and access response remains pending.
What could change this account
County fee calculation, electronic delivery, inspection arrangements, records production or a substantive response; separate Ombudsman acknowledgment or guidance.

Ombudsman recommends a separate fee-breakdown request for Mohave records.Staff guidance received; County fee and access response pending
1. Source contents
The complete October 14 incoming email and top-level headers were read through the verified Gmail account. The new case thread was checked; personal details, case identifier, signatures, account links and quoted correspondence remain private.
2. Meaning & context
The office recommends a standalone breakdown and specific existing-record requests. Its fee view is expressly rough without itemization. The reply does not directly address free native-file delivery or inspection/self-copying. No fee calculation, records, response date, formal investigation or fee ruling is inferred.
3. Freshness & limits
Reply dated and received October 14, 2026; verified during the October 14 afternoon inbox check. The October 13 submission and County fee-dispute sending dates remain separate.
What could change this account
A County or Ombudsman reply, itemized calculation, digital-delivery or inspection arrangements, records production or an explicit disposition.

Checked 2026-10-14. Staff guidance received; County fee and access response pending. Link to this review

Mohave County’s new email quotes $144.50; the $30 difference is unexplained.New quoted amount; fee calculation and access unresolved
1. Source contents
Complete current reply and attachment metadata read through the verified Gmail account; no attached records. Staff details, personal addresses, headers and quoted history stay private.
2. Meaning & context
Reports the literal $144.50 figure without treating it as a confirmed fee revision or attributing motive. Preserves the earlier dispute and unanswered digital-access, inspection and scope questions.
3. Freshness & limits
Agency email received October 15; checked and summary posted October 16. No new Ombudsman reply was found.
What could change this account
County clarification, itemized fee calculation, access arrangements, vendor-scope answer or actual records production.

Checked 2026-10-16. New quoted amount; fee calculation and access unresolved. Link to this review

LVMPD gives November 13 as the earliest anticipated records availability.Research continues; conditional availability estimate
1. Source contents
Complete original portal HTML and attachment metadata inspected without following tracking links. Personal details, signature and portal/account links omitted from the derivative.
2. Meaning & context
Resolves the prior status-update watch. Preserves the earliest-after and if-any qualifications; does not turn the estimate into a guaranteed production date or legal finding.
3. Freshness & limits
Notice received October 15; checked and summary posted October 16. Follow the newer notice rather than the older date reminder.
What could change this account
Records production, a changed estimate, fee or clarification request, or the November 13 watch date.

Checked 2026-10-16. Research continues; conditional availability estimate. Link to this review

Mohave County supplies a $114.60 invoice and begins arranging inspection.Fee-support papers received; disputed charge and access arrangements unresolved
1. Source contents
Read the complete original email and all five PDF page images. The invoice lists 92, 520, 388, 108 and 8 pages, summing to 1,116; $5 plus 1,096 × $0.10 equals $114.60. OCR misread the final count and one historical rate; page images control. Private originals and identifiers are excluded.
2. Meaning & context
This is production of fee-support papers, not delivery of the underlying ALPR records. The 2018 action form and fee-table wording are reported together without inferring the legal effect of approval. The prior fee refusal remains in place; no agreement to free access, inspection appointment or fee is inferred.
3. Freshness & limits
Agency message and invoice dated October 22; inspected and summarized October 23. More information the following week is an informal estimate, not a fixed appointment or production deadline.
What could change this account
A reconciled fee calculation, explanation of the Excel page charge, confirmed inspection/self-copying terms, revised estimate or records production.

Checked 2026-10-23. Fee-support papers received; disputed charge and access arrangements unresolved. Link to this review

Corrections and material changes

Before: Camera inspectors displayed the $29,000 city program quote with a caveat.

Now: Camera inspectors show cost not established; the separate program figure is kept in Spending.

Why: Even a qualified large number could imply ownership or per-location cost unsupported by the sources.

Before: The selected map showed Dollar General as its only Needles retail example.

Now: Buy Rite Market is included as a transit-directory/community-map lead, with operation unconfirmed.

Why: The same inspected stop list named this market; omitting it distorted the selected map.

Before: Outside examples emphasized oversight failures and contract endings.

Now: The site also describes reported investigative uses and states its case-selection limits.

Why: The same official reports contain evidence of both uses and risks.

Before: Spending labeled the unexecuted quote “Flock agreement.”

Now: The row is “Flock procurement proposal” and includes the tax/shipping qualification.

Why: The inspected quote is expressly nonbinding; an executed agreement is not held.

2026-09-09

Before: The main page showed the $29,000 quote without identifying the billing customer or explaining the City–County roles.

Now: The City is identified as the quote’s billing customer; Sheriff staff submitted the proposal and provide contracted policing. COPS grant funding is documented, but the exact grant award and actual payment path remain unverified.

Why: Re-reading the billing field and staff report resolved the proposed customer, while showing which payment records are still needed.

Before: The homepage and map labeled the Needles Highway/Park Road pair “K Street area” and the North K Street/River Road pair “East Broadway area.” The I-40 point was labeled “Topock area.”

Now: Labels now identify Needles Highway/Park Road, North K Street/River Road and the I-40 agricultural inspection station. Original coordinates and counts are unchanged.

Why: The earlier editorial names were not checked against the nearby OSM road geometry. The official station location also resolves the vague I-40 label.

Before: Caltrans status ended with the sent clarification and unconfirmed agency receipt.

Why: A later retained agency reply supersedes the previous website status. A promised reopening is not represented as a completed search or portal change.

Before: The overview reduced privacy discussion largely to retention and oversight gaps; specific misuse cases were absent.

Now: A visible introduction and dedicated privacy page explain ordinary collection, personal misuse, official allegations, sharing, error risks, copies and safeguards, with reported police uses alongside them.

Why: Give readers factual context and distinguish risks, administrative findings, criminal allegations and unresolved local evidence.

Before: The privacy example omitted that it concerned mobile readers recording parked cars.

Now: The passage identifies the 2009 mobile-reader example and distinguishes the fixed-camera proposal in Needles.

Why: Preserve the equipment, date and context of the State Auditor’s cited example.

Before: The election page referenced a retained August 28 unofficial county list.

Now: It links the County’s official list updated September 8. The two mayoral and five Council names are unchanged.

Why: The rolling source URL now provides a newer edition; the earlier snapshot is retained as history.

2026-09-09

Before: The fact sheet retained a draft stamp, and some links suggested that the project could receive source notes.

Now: The fact sheet carries an edition line. Worksheet links offer a local download and state that the project does not receive it.

Why: Match public labels to the released guide and the worksheet’s actual function.

2026-09-09

Before: The tri-state network wording in the City packet and the DOJ sharing guidance were difficult to find together.

Now: The privacy page presents both with a distinction between searching another agency’s cameras and allowing access to Needles records. Current local permissions and unlawful sharing remain unestablished.

Why: Connect the local document to the state guidance without treating network access as proof of outbound sharing.

Before: The summary of the July 2026 Mata decision did not identify the defendant as a private commercial ALPR company.

Now: The summary identifies that context and keeps the decision limited to its holding on standing and actual harm.

Why: Help readers assess the case without implying it decides the legality of Needles’s program.

Before: The City proposal section said installation of all four cameras remained unverified, without acknowledging the local visual report.

Now: The section now links a firsthand report of installed Flock hardware at the proposed locations. Four remains the proposal count; device inventory, ownership, operation and settings still need records.

Why: Recognize direct visual evidence without treating it as an agency inventory or confusing a manufacturer identifier with independent product confirmation.

2026-09-18

Before: The site described the cameras as approved with “COPS grant funding” and said the paying account and any actual payment were unverified.

Now: The site reports two payments to Flock totaling $29,000, in February 2025 and February 2026, from the City’s Fund 225. The City’s budget names that fund “COPS - AB 3229 Supplemental,” the state Citizens’ Option for Public Safety program. The signed agreement and its terms remain unverified.

Why: City check registers and the mid-year budget, located and read September 18, document the payments and the fund. The resolution’s “Community Oriented Policing Services” wording is the name of a federal program; the City’s books show the state fund.

Before: The tracker’s status note, timed 3:30 p.m. on September 18, said no San Bernardino County message had arrived.

Now: The note records the Sheriff’s Department’s status notice, received at 3:28 p.m., and a 3:50 p.m. check.

Why: The notice arrived two minutes before the stated check time and was found at the next check.

Before: The timeline began with the Council’s October 2024 approval of the Flock proposal.

Now: The timeline now begins with the Council’s July 2016 purchase of Vigilant Solutions plate-reader cameras for the North K Street bridge and includes the 2021 plate-reader trailer and its Vigilant reader.

Why: City records shared with the project on September 18, 2026, and the City’s 2021 agenda packets, document the earlier purchases.

Before: The timeline called the July 2016 purchase the earliest plate-reader purchase found in City records.

Now: The timeline begins with Resolution 2010-7, a mobile plate-recognition system from PIPS Technology approved February 9, 2010, as listed in the City’s resolution log.

Why: The City Clerk’s resolution log is a spreadsheet. The first search read the folder’s PDF files and missed it.

Before: The fee summary relied on an inbox preview and omitted the County’s offer to email the records after payment. It treated delivery and payment instructions as unknown.

Now: The full reply confirms email delivery after payment of $114.50 plus a convenience fee. The amount is not itemized, the convenience-fee amount and package contents remain unknown, and no records are attached.

Why: The full email was read after the initial summary. Inbox previews are insufficient to establish what a complete reply includes or omits.

Before: The September 18 routing summary’s next step still pointed readers toward September 22.

Before: The Fort Mohave community page still emphasized the September 17 no-records response and September 18 follow-up; older sending summaries described replies as pending.

Now: Current copy now identifies the October 13 records offer and fee conditions, unresolved calculation and coverage questions, and the verified Ombudsman submission. Historical response and sending dates are preserved.

Why: Later correspondence changes the current status. Records offered are not records received, and an assistance request does not establish an Ombudsman acknowledgment or finding.

2026-10-13

Before: Current Mohave summaries identified the County’s records offer and Ombudsman submission but did not yet record the later October 13 fee-dispute message.

Now: The homepage, tracker and Mohave page now record the verified dispute of $114.50, request for an itemized calculation and legal basis, and request for existing digital files without charge or free inspection and self-copying.

Why: Reflect the later verified outgoing message while preserving the County’s response and separate Ombudsman status. No agreement to free access, fee determination or records production is inferred.

2026-10-14

Before: Current Mohave copy said Ombudsman acknowledgment, a case reference or guidance remained pending.

Now: The October 14 reply supplies staff guidance and a case reference. It recommends a separate fee-breakdown request and expressly qualifies its view of the quote as a rough estimate without itemization. The County fee and access response remains pending.

Why: Reflect the newly verified staff reply without treating the guidance as a fee calculation, records production, formal investigation or ruling. Original sending and reply dates are preserved.

Before: The latest County offer quoted $114.50; the fee dispute and access requests awaited a further County reply.

Now: An October 15 email identifies four Excel files and quotes $144.50 plus a card fee without explaining the $30 difference. Itemization, free digital delivery or inspection/self-copying remain unresolved. Earlier quoted amounts and correspondence dates are preserved.

Why: New original reply verified October 16. The unexplained amount is reported without assuming a deliberate revision or error.

Before: LVMPD’s October 15 status-update date was pending.

Now: LVMPD sent a notice October 15 giving close of business November 13 as the earliest point after which records, if any, are reasonably expected. The earlier date watch is resolved; the new conditional estimate does not guarantee first or complete production.

Why: Further original portal notice verified October 16; no records or fee accompanied it.

Source S114Source S159

2026-10-23

Before: The latest County email quoted $144.50 without an itemized calculation or an answer about inspection.

Now: The October 22 reply supplies a five-page fee packet with a $114.60 invoice based on 1,116 pages and says inspection scheduling at the Kingman office is being coordinated. Earlier quotes remain unreconciled. The Excel page-charge basis, free access, self-copying and appointment remain unresolved; underlying ALPR records were not attached.

Why: Complete email and all five attachment page images verified October 23. The page counts and invoice calculation were checked; no fee agreement or legal finding is inferred.
