Subject: Public records request — Resolution 2024-41 and Needles ALPR procurement

Hello Ms. Clark,

Under the California Public Records Act, please send electronic copies of records for Needles' Flock or other ALPR procurement associated with Resolution 2024-41, North K Street bridge and East Broadway / Highway 95 South.

Please cover January 1, 2024 through receipt of this request, including earlier agreements or policies still in effect:

1. The signed resolution, final minutes and recorded vote for October 22, 2024, item 9, and later authorizations.
2. Executed contracts, order forms, scopes of work, quotes, amendments and renewals, including activation dates, current terms, termination provisions and notice deadlines.
3. Purchase orders, invoices, payments and grant records showing funding sources and spending restrictions.
4. Camera inventories, deployment plans, installation/acceptance, service and removal records, and right-of-way or pole approvals. Include vendor, count, general locations and responsible agencies where recorded.
5. Current and superseded usage, privacy, retention and sharing policies or agreements; records identifying system control and contract administration.
6. Delegations, City/County agreements, staff reports, meeting notices and public review records concerning authority over retention, sharing, expansion, renewal or termination.
7. Implementation correspondence or reports addressing retention, plus nonprivileged compliance, decommissioning and deletion records. The 2024 quote lists 365 days; Sheriff Manual section 2.455.30 (June 4, 2026) describes two years for server-downloaded data. Please include records showing how these provisions apply or were superseded; they may concern different copies.

Please prioritize the executed agreement, activation date and notice provisions. I'm requesting existing administrative records, not individual plate scans, travel histories, credentials or a new analysis.

Please provide records in their existing electronic formats, release nonexempt portions and identify the legal basis for any withholding. If a category has no responsive records, please say so. Contact me if clarification or another custodian is needed.

Rolling production and an estimated production date would help. Please notify me before any charges; no fees or paid work are authorized.

Thank you,

Subject: Public records request — Needles / Colorado River Station ALPR operation

Hello,

Under the California Public Records Act, please provide electronic copies of the following records for ALPR systems operated for Needles, including the Resolution 2024-41 project. Please coordinate with Needles / Colorado River Station and Information Services.

Unless specified below, the period is January 1, 2024 through receipt, including earlier policies or agreements still in effect.

1. Current and superseded usage, privacy and operating policies; records identifying the operator, administrator and custodian.
2. Camera inventories and installation, acceptance, deactivation and removal records, including vendors and general locations. Distinguish City-funded cameras from County, State or other installations.
3. Retention settings, changes, schedules and administrative reports for vendor storage, department servers, exports, backups and evidence copies. Include destinations, custodians, routine replication, deletion success/failure records and preservation exceptions. The 2024 City quote lists 365 days; section 2.455.30 of the June 4, 2026 Department Manual describes two years for server-downloaded data. Please include records showing which rules govern each copy, superseding instructions and adopted authority for the periods used.
4. Sharing agreements, enabled recipient lists, approvals/denials and permission histories, including recipient agencies/states, dates and approving roles. Cover direct and pooled/federated access, integrations, exports and onward disclosure where used. Distinguish outside access to Needles data from Department searches of outside databases. Include restrictions and compliance reviews concerning out-of-state, federal and private access.
5. For June 1–August 31, 2026: administrative query/access/export logs for Needles-collected data, covering internal and outside users. Include Organization Audit and Network Audit exports or equivalents. Requested fields are date/time, organization, role, stated purpose, access type and dataset/source. Please redact plates, query values, images, travel histories, sensitive case details and unrelated personal information; retain role/organization fields if names are withheld. Include field definitions, log-retention rules, logging gaps and documentation distinguishing permission, query, returned match, view and export events. For the broader period, include completed random audits under section 2.455.50, compliance reviews, misuse findings, complaint totals and corrective actions.
6. Reports of scans, alerts, confirmed matches, false alerts, investigative uses and outcomes, with definitions; evaluations of ALPR and alternatives.
7. Executed contracts, amendments, renewals, notice deadlines and termination records.
8. Vendor, subcontractor and integration terms covering access, secondary use or model training, breach notification, ownership and return/deletion. Include security/compliance assessment summaries and remediation records, excluding credentials and detailed security configurations.
9. Training and supervisory procedures for alert verification, error correction, hotlists, search purposes and complaints, with completion totals or redacted compliance records.

Please prioritize items 1, 3, 4 and 5. If Needles cannot be isolated, describe the available report scope so we can agree on a workable request. Please preserve responsive administrative and audit records as required by law and identify any already deleted; I'm not requesting longer retention of motorists' underlying scans.

I seek existing administrative records, not plate-level observations or new analyses. Please use existing electronic formats, release nonexempt portions and identify the legal basis for withholding. Identify other custodians as needed. Rolling production and estimated dates would help. Please notify me before charges; no fees or paid work are authorized.

Thank you,

Sources and verification for this guide

Check the evidence

The source, its context and the questions still open for each claim.

Where to submit and what the response clock meansInstructions verified
1. Source contents
City form and Clerk page agree on cclark@cityofneedles.com and 817 Third Street. Sheriff directs requests to NextRequest. Statute generally provides 10 days for determination and up to 14 additional days for a qualifying written extension.
2. Meaning & context
The initial determination date is not a guaranteed production deadline. Opening or copying a template sends nothing and authorizes no fees. The tracker distinguishes actual sending, agency acknowledgment and production.
3. Freshness & limits
City and Sheriff instructions and law rechecked September 8; the statute text was re-read September 18. The County form was inspected and accepted R02; a County email confirmed receipt, and on September 18 the Sheriff’s Department said it will give a status update in 14 days (S124). R01 was sent by email; the City confirmed receipt September 18 without stating a receipt date. Recheck routing, receipt and any written extension before relying on a response date.
What could change this account
Changed custodian instructions or law; after submission, the actual receipt and written determination/extension.

Checked 2026-09-08. Instructions verified. Link to this review

Regional connections and records routingOfficial descriptions; camera control unresolved
1. Source contents
Official service, department and records pages were inspected. Original snapshots are retained where retrieval succeeded; LVMPD direct access limitations are recorded by source.
2. Meaning & context
Travel connections justify editorial coverage. Published agency responsibilities do not attribute map pins or prove shared database access. Tribal governance is separately identified.
3. Freshness & limits
Checked September 10, 2026, when the request ledger recorded R05 and R06 as sent and R07 as submitted with portal-confirmed reference X017028-091026. Later replies are documented separately: Mohave County’s September 11 acknowledgment and September 17 no-records reply (S104, S113) and LVMPD’s September 17 extension notice (S114). No new deployment totals, spending or configuration findings were added.
What could change this account
New official records, changed agency routing, Tribal guidance or corrected geographic information.

Checked 2026-09-10. Official descriptions; camera control unresolved. Link to this review

Local offices, public input and election directoriesOfficial roles and channels; camera authority needs records
1. Source contents
Official government, meeting and election pages were read. Nine original regional page snapshots are retained; the Needles Council page was reopened.
2. Meaning & context
General responsibilities are separated from control over camera contracts and settings. Candidate questions are neutral requests for a position and evidence, with no preselected campaign recipient or government inbox.
3. Freshness & limits
Checked September 10, 2026. The Clark filing directory identifies an April 29 revision; it is a routing source, not a verified November ballot. Bullhead’s current Candidates section contains no names. No additional candidates, races or positions are inferred.
What could change this account
Changed official roles or contacts, current ballot records, agency replies, signed agreements or configuration records.
