What this count tells us

The underlying linked record was not available to inspect. A dated agency total is a lead. On September 17, 2026 the Sheriff’s Office replied that there were no ALPRs in Fort Mohave or Mohave Valley; its reply does not say where the listed readers operate. Reply summary

The questions awaiting answers.

On October 13, Needles / Flock disputed the $114.50 fee and requested an itemized calculation and legal basis, existing digital files without charge, or free inspection and self-copying. The October 22 invoice calculates $114.60 for 1,116 pages; the earlier $114.50 and $144.50 quotes are not reconciled. The County says gathering, preparation and redaction time are not charged and is coordinating inspection at the Kingman Sheriff’s Office. No appointment, free-access terms or self-copying permission is confirmed. The fee-support papers do not explain the Excel page-charge basis; underlying ALPR records remain unreviewed. Non-Flock and third-party access, current retention and sharing, local results, and who operates the community-mapped reader remain unanswered. Separately, Ombudsman assistance produced staff guidance October 14 with a rough estimate without itemization of the earlier quote, not a ruling on the fee. No fee has been authorized. Subject: Public records request — ALPRs in Fort Mohave and Mohave Valley

Hello,

Please provide existing County records about automated license plate readers (ALPRs), including Flock Safety, serving Fort Mohave and Mohave Valley. The period is January 1, 2024 through September 10, 2026, including older agreements and policies still in effect on September 10. Please coordinate Sheriff and Procurement records.

1. Signed contracts, amendments, purchase orders, invoices and payment records; grants or third-party funding; approvals; and renewal, cancellation and notice terms.
2. The latest inventory identifying locations, vendor, owner, operator, installation or activation dates, and active or inactive status. Include records identifying cameras in this area that another agency or private party owns and the Sheriff can access.
3. Current retention settings and policies for the vendor service, downloaded records and case-file exports; preservation exceptions, deletion procedures and completed deletion checks.
4. Current lists or configuration exports showing agencies allowed to search these records and outside systems the Sheriff can search, including national-search features. Include sharing agreements and permission changes during the requested period. For June 1–August 31, 2026, provide existing administrative search/export logs showing date, user agency and recorded purpose, including searches requested by another agency. Remove plates, images, vehicle locations, travel histories and personal identifiers.
5. Existing reports on alerts, verification, useful matches, case outcomes, misreads, incorrect issuing states, outdated wanted status, mistaken stops, complaints and completed access audits, with definitions and reporting periods.

Where records cannot be separated for these communities, please provide the existing report and identify its geographic scope. Countywide contracts and policies may be supplied where they govern local use. I am not requesting a new geographic analysis or motorists’ records.

This is for a freely accessible public-information project, not resale or commercial solicitation. Electronic records in their maintained format are preferred. Please prioritize the current contract, inventory and access/retention settings and release available records as they are ready.

Please provide an estimate before incurring fees. If a category is not maintained or another entity holds it, identify the category and custodian if known. For withheld material, identify the basis and release nonexempt portions.

Thank you.
